It seems to be rather intransparent who takes over the leadership of a multi-agency operation for incident response. So for example in case of an CBRN event (deliberate or accident), various first responder organisations are involved, such as police, fire fighters, medical services.
Who is responsible for taking the lead of such an operation in your countries? I have to admit that this seems to be very different from country to country and therefore, this is rather intransparent.
